The potential of natural resources orvned by t}e Indonesian describe natural resources that can be used in improving the welfare of the Indonesian people that the natural potential to be managed effectively and efficiently oft he total natural potential in Indonesia, the potential of the agricultural sector is a huge potential that contributes to earnings, and public areas. In order to maintain the agricultural sector, the government should think of how good management of the agricultural sector so that agriculture exist in contributing to the welfare of the community and local revenue. For North Sumatra province agricultural sector contributes significantly to the Gross Regional Domestic Product (GDP) by 22,89% and contribution number 1 of all production sectors that exist in North Sumatra. (BPS Prov. Sumatra, 2012).
